Personal License provides full functionality of NL5 and NL5 DLL on any PC. The license is issued to a specific person. The license owner can install the license on unlimited number of PCs. However, as a key condition of the Personal License, it can be installed only on PCs where the license owner is using NL5 on regular basis, otherwise the license should be removed from the PC.
